Why Footing Depth Is Two Separate Rules
IRC 2021 Section R403.1.4 sets a flat 12-inch minimum for exterior footings below undisturbed ground. That number applies everywhere, including Florida and Arizona where frost is not a concern.
Section R403.1.4.1 adds a second, often deeper requirement in climates where the ground freezes. Footings must extend below the frost line published in the jurisdiction's Table R301.2, or use an approved frost-protected shallow foundation, or bear on solid rock per R403.1.4.2.
The controlling depth is whichever number is larger. In Atlanta, the 12-inch base rule often controls because frost is shallow. In Minneapolis, the frost line at 42 to 51 inches controls instead. A footing poured to only 12 inches in a frost-prone region will move every winter as the surrounding soil freezes and expands roughly 9 percent, a mechanism known as frost heave.
